AI in Virginia

Gov. Abigail Spanberger signed Executive Order 22 on Sept. 18, 2026, creating a rapid-response state AI Task Force and an AI Policy Planning Unit alongside a data center accountability framework; it rescinds the prior EO 30 (2024). A JLARC report dated Oct. 13, 2026 found gaps in state oversight of agency AI use and recommended risk-tiered standards from VITA and AI literacy training for state employees. The 2026 budget provides $500,000 to the University of Virginia to plan a Commonwealth Artificial Intelligence Institute.
