AI in Oregon

Governor Tina Kotek created a State Government AI Advisory Council through Executive Order 23-26. The council's State Government AI Action Plan was finalized on February 12, 2025. On September 23, 2026, Kotek signed Executive Order 26-26, which directs the state CIO to develop third-party AI safety review standards and assess a 'kill switch' requirement for frontier AI models used by the state. An April 2025 MOU with NVIDIA was paired with a $10 million AI and semiconductor workforce investment. As of October 2026, OPB reported that NVIDIA's ambassador program under the MOU was paused, while about $8.5 million in semiconductor workforce grants had been awarded.
