AI in New York

New York's Office of Information Technology Services issued statewide policy NYS-P24-001 on acceptable use of AI by state agencies in January 2024, updated in March 2025 and June 2026, and the state has appointed a Chief AI Officer and launched an AI training pilot for state employees. Governor Hochul launched the Empire AI consortium in April 2024, a public-private research computing initiative centered at the University at Buffalo whose Alpha and Beta systems are operational, with a permanent Gamma facility expected by the end of 2027. A State Comptroller audit released in April 2025 found the state lacked an effective AI governance framework at that time.
